Outstanding program/project – non grant based (funded) program or project – joint winners were Moonee Valley City Council for their Crown Street Stables Community Cafe, and Glen Eira, Kingston, Greater Dandenong, Port Phillip & Bayside City Councils for their YouMeUs program.
